LONDON--Pressure should be increased on the Syrian regime as the
resignation of Kofi Annan as United Nations-Arab League peace envoy to
Syria showed the current plan to deal with the conflict in the country
is not working, U.K. Prime Minister David Cameron said Thursday.

However, Mr. Cameron reiterated that he didn't think a military
intervention was right, adding that it was an issue he had thought
about very carefully.

"The Annan plan...hasn't worked because we have got this appalling
bloodshed. I think what we need to do is actually ramp things up," the
prime minister told Sky News.

Additional measures would include putting the country under Chapter
Seven of the U.N. Charter, and imposing further sanctions, asset
freezes, and travel bans, he added.

"I think there is a lot more pressure we can put on and there's a lot
we can do for instance to help the Syrian opposition with advice and
support," Mr. Cameron said.
